Sen. Ngoma tells minister to conduct cost benefit study on King’s jet
DEPUTY Senate President Ngom’yayona Gamedze has urged Minister of Finance Majozi Sithole to conduct a study into the cost benefit analysis of His Majesty King Mswati III owning a jet.
Senator Gamedze even brought the events of September 11, 2001 into play, reiterating this could assist government arrive at the conclusion of purchasing the jet.
“Obviously, the results (of the study) would be presented here for consideration. It should clearly come out i.e. the cost benefit analysis of hiring the Jet for His Majesty’s trips versus outright purchase.
“It should be noted too that the King undertakes several trips and especially him now a Chairman of the SADC Organ of Peace and Security - Troika,” Senator Gamedze said.
In response, the minister said a similar study had been undertaken by government in previous years on the King’s jet issue and the cost benefit of either hiring or purchase put forth.
revisited
“Obviously there’s been time in between and that study could be revisited,” the minister said.
This was during debate of the minister’s budget speech for the 2009/10 financial year in the Senate.
On the other hand, the minister said the Voluntary Exit and Retirement Scheme (VERS) for civil servants had been enhanced to attract them into accepting packages set aside by government. This was in response to a question from Senator Thandi Shongwe, who wanted to know why civil servants were being lured into the VERS now when since two years ago none bought into the idea.
He said the VERS was put up as a means of resolving the high wage bill in the civil service, which stands at 52% of the budget.
Senator Thulile Msane wanted to know why the putting up of the Lubombo Referral Hospital when government should have upgraded Good Shepherd Hospital. The minister, in response, said there was no land to expand Good Shepherd thus the option of constructing a new hospital altogether.
